CDSN 2020-2021 Annual Report

Rapidly adjusting to the unprecedented impacts of COVID-19, the CDSN continued to deliver outstanding events, cutting edge research, and reliable and timely analysis during our second year. Once again, we depend greatly on our amazing partners, our wonderful staff, and the countless experts who participated in CDSN events in 2020 and 2021. 2020 was a year unlike any other. I am immensely proud of the work we have accomplished and the collaborations that our team was able to foster, often from their living rooms while juggling family responsibilities and various lockdown restrictions. Determined to keep Canadians connected and informed, we continued most of our events and added some new ones, building momentum despite an unpredictable and challenging environment.

The crises facing the Canadian Armed Forces from without and from within reinforced our determination to provide policy-relevant research, to build connections within and beyond Canada, and to amplify the work of our members and partners. We were proud to see co-directors Alan Okros and Stéfanie von Hlatky, as well as other members of the CDSN, provide testimony to the House of Commons Defence Committee on the sexual misconduct and abuse of power scandals. Several members, including the CDSN’s first post-doctoral fellow, Linna Tam-Seto, spent much time engaging the media to discuss the ramifications of the revelations and to suggest potential paths forward. Our COVID Response Conference in April 2020 inspired new research as well as providing a model for DND’s own networks.

We have added three new partners: Institut Militaire de Québec, Réseau d’analyse stratégique/Network for Strategic Analysis, and the Dallaire Centre of Excellence for Peace and Security. We continue to reach out to foster relationships with other organizations, so we are likely to announce new partners in our third year.

In sum, we have adapted to the new circumstances, developed new research agendas, engaged the public, the government, and the media, and have continued to build connections with the many elements of the Canadian defence and security community. Crises often reveal character, and the pandemic revealed that the CDSN and its partners are building a reliable, sustainable network of defence and security expertise.

Undergraduate Excellence Scholars 2021-2022

The CDSN is happy to welcome our second round of Canadian Defence and Security Network Undergraduate Excellence Scholars, Safia Hafid and Alexander Rizkallah!

Safia Hafid

Safia Hafid (she/her/hers) is a third year Honours student in International Studies at Bishop's University, while also pursuing a minor in Creative Writing and Journalism. She had the privilege of taking part in the 2020-2021 National Model United Nations Delegation from Bishop's University, where they won Outstanding Delegation. Currently, Safia is also employed as the Opinions Section Editor for The Campus, Bishop's student-run newspaper. Her interests in the field of International Relations are specifically how history affects policies and politics today, women's issues and perspectives, security studies, and the relationship between media and politics. Safia hopes to pursue graduate studies in International Relations.

Alexander Rizkallah

My name is Alexander Rizkallah and I'm currently in my final year studying security and policing at the Université de Montréal. I am grateful to be one of the recipients of the CDSN Excellence scholarship. With the Arctic being one of my two major security interests, I am excited to be learning more about this subject from some of the foremost Canadian experts on this subject. Ever since I was a young kid in cadets, I have dreamed of contributing to Canada's security landscape and receiving this scholarship brings me one step closer to my achieving my dreams. Finally, I would like to thank the CDSN for providing young Canadians passionate about security and defense, like myself, the opportunity to focus on, and explore further these interesting and important projects.

CDSN COVID Response Recommendations and Future Directions

On April 19th, members of the Canadian Defence and Security Network met online to develop preliminary answers to questions we solicited from the Department of National Defence, Global Affairs Canada, and the Canadian Security Intelligence Service.  Below, we briefly present the responses we developed from the discussions.Before discussing each group’s findings, one common theme emerged from each group’s discussion:  The pandemic is far from over, and it has not been handled brilliantly, so some humility is in order as we try to figure out the next steps.

 Le 19 avril, des membres du Réseau canadien de défense et de sécurité (RCDS) se sont réunis en ligne pour élaborer des réponses préliminaires aux questions que nous avons sollicitées du ministère de la Défense nationale, d'Affaires mondiales Canada et du Service canadien du renseignement de sécurité. Ci-dessous, nous présentons brièvement les réponses que nous avons développées suite à ces discussions. Avant de discuter des conclusions de chaque groupe, un thème commun est ressorti de la discussion de chaque groupe: la pandémie est loin d’être terminée et elle n’a pas été gérée avec succès, par conséquent une certaine humilité est de mise alors que nous essayons de comprendre les prochaines étapes.
