Our annual capstone event showcases the best emerging scholar presentations from across Canada. All laureates are nominated by CDSN co-directors and partners and selected by committee based on diversity of research and scholars.

Keynote Speaker: Shari Currie

Shari Currie was appointed the Regional Director General of the Prairie and Northern Region on December 15, 2017.

Shari has extensive experience in policy and regulatory development, consultation and engagement, operations and management in the academic, not-for-profit and public sectors. From 2009 to 2017, Shari focused primarily on aviation safety and security as the Regional Director, Civil Aviation – Pacific, responsible for oversight of the aviation sector. Prior to that role, she held the position of Director of Policy and Regulatory Services, Civil Aviation, where she concentrated on strengthening the aviation safety regulatory framework, as well as the position of Director of Air Cargo Security, Aviation Security, where she led program design and implementation and was heavily involved in the adoption of more stringent security requirements by the International Civil Aviation Organization.

Prior to joining Transport Canada, Shari held positions at Public Safety Canada, the Treasury Board of Canada Secretariat and the Department of National Defence, as well as the Parliamentary Centre and its subsidiary office, the Centre for Legislative Exchange.

She holds a Bachelor’s degree (Honours) from the University of Manitoba and a Certificate in Public Sector Leadership and Governance from the University of Ottawa.

Colonel Laura Gagné

Col Gagné is a Logistics Officer with the RCAF. She has a Bachelor of Commerce, St Mary’s University and a Master of Defence Studies, Royal Canadian Military College. She has received Canadian Force Decoration, and the Commander Canadian Joint Operations Commendation.

Colonel Shawn Guilbault

Colonel Shawn Guilbault is currently Visiting Defence Fellow at Carleton University’s Norman Patterson School of International Affairs. An RCAF base brat, he began his military career with the Governor General’s Foot Guards in Ottawa before commissioning as an Aerospace Control Officer. His postings span mobile radar, air defence sector, and E-3 AWACS operations in Canada and the United States, including the privilege of commanding 51 Aerospace Control & Warning [Operational Training] Squadron and the Canadian Detachment at Tinker Air Force Base in Oklahoma City. Staff tours include lead air battle management standards at 1 Canadian Air Division, Chief Combat Systems Integration and, most recently, as Director Plans North America within the Strategic Joint Staff. Shawn is a graduate of the Fighter Weapons Instructor Course and the UK’s Advanced Command and Staff Course. He is married and a proud father of three amazing daughters.

Mr. Bryce Offenberger

Bryce Offenberger is Instructor II in the Department of Political Science at the University of Manitoba.  He teaches courses in international relations and intelligence. 

Professor Andrea Rounce

Dr. Andrea Rounce is professor in the Department of Political Science at the University of Manitoba. She teaches and researches on public administration, public policy, research methods, and public opinion. Her work has appeared in various journals including Canadian Public Administration, Journal of Aging and Social Change, International Review of Administrative Sciences, and others. She is the co-editor of several books on Manitoba elections, including Disengaged? Fixed Date, Democracy, and Understanding the 2011 Manitoba Election with Dr. Jared J. Wesley. She recently co-edited the open access volume COVID-19 in Manitoba: Public Policy Responses to the First Wave with Dr. Karine Levasseur. Andrea emphasizes the need to bridge theory and practice, working with practitioners to explore questions around how government works.

Academic Advisors

Dr. Andrea Charron, Hosting CDSN Co-Director

Andrea Charron is Director of the Centre for Defence and Security Studies, and Professor or International Relations at the University of Manitoba, Winnipeg, Canada. She holds a PhD from the Royal Military College of Canada (Department of War Studies). Dr. Charron worked for various federal departments including the Canadian Privy Council Office in the Security and Intelligence Secretariat before beginning her academic career. She writes extensively on Arctic security, NATO, NORAD and Canadian defence policy. She is coauthor of NORAD: In Perpetuity and Beyond (MQUP, 2022), coeditor of The Legacy of 9/11: Views from North America (MQUP, 2023) and several others on sanctions.

Mr. Omar Tejada

Commander ® Omar Tejada is a retired Marine Officer in the Peruvian Navy. He holds a Bachelor’s Degree in Naval and Maritime Sciences from the Peruvian Naval Academy and a Master's in International Security Studies from the University of Leicester in the United Kingdom. He has published several articles, including a book chapter, on topics such as the illicit cocaine trade, counterinsurgency, intelligence failure, privatization of security, and peacekeeping operations, having delivered lectures in civil and military academic institutions in Peru, Colombia, Chile, the United States, and Canada.

Born and raised in Lima, Peru, Omar’s interests have taken him around the world. He is a former United Nations Peacekeeper who served as a military observer in the UN Mission in Sudan (UNMIS), as a Contingent Commander in the UN Stabilization Mission in Haiti (MINUSTAH), and as a Peacekeeping Affairs Officer at the Department of Peace Operations in the UN Headquarters in New York. Currently, he is a Peacekeeping Affairs Consultant at the Conflict and Resiliency Research Institute Canada (CRRIC), a Regional Security Expert at the Centre for Defense and Security Studies (CDSS) at the University of Manitoba, and a university instructor at the Department of Political Science and the Department of Criminal Justice at the University of Winnipeg.
