Canadian Public Administration. 18 June 2020. Volume 63, Issue 2 Pages: 149-324 Abstract: This article assesses the academia-policy gap in Canadian defence. The field of Canadian defence studies is inherently interested in the work of defence practitioners, and the Department of National Defence has had an ongoing interest in supporting academic defence expertise. A gap nonetheless persists between the two communities, owing to their different cultures, approaches, and objectives. Drawing on personal experiences as members of both the academic and policy worlds and on findings from semi-structured interviews with serving and retired defence officials, the article examines the nature of academia-policy gap in Canadian defence, the factors that make the gap persist, and what measures can help bridge the gap.

The Dallaire Centre of Excellence for Peace and Security within the Canadian Defence Academy is seeking individuals to submit a proposal on one or all of the following topics:
Group A – United Nation (UN) Security Topics
A1 – United Nation Led Normative Frameworks;
A2 – Securitization of Civil Society Arenas and Activities;
A3 – Implications of Climate Change for Human Security; and
A4 – United Nations Mandates and Missions
GROUP B – MILITARY CAPABILITIES
B1 – Military Capacity Building;
B2 – Scenario Based Approaches to CAF Military Education;
B3 – CAF Identity and Values; and
B4 – Child Protection Advisors
GROUP C – VANCOUVER PRINCIPLES
C1 – Child Soldiers Narratives and Rationales;
C2 – Gendered Participation and Perspectives;
C3 – Vancouver Principles Conceptual Framework; and
C4 – WoG Approach to the Vancouver Principles.
GROUP D – Human Security & WPS Approach
D1 – Mapping Canadian Human Security Expertise;
D2 – Understanding Human Security Frameworks;
D3 – Mapping Application of Human Security Frameworks;
D4 – Geopolitical Evolutions in Human Security;
D5 – Perspectives on the WPS Agenda; and
D6 – Mapping Canadian WPS Expertise

If this opportunity is something that you might be interested in please review the entire solicitation package in its entirety and submit your proposal in accordance with the directions in the solicitation package. Your submission will not be considered if you fail to meet the deadline for submission or meet the mandatory requirements. Please indicate your priority research topic if you are submitting more than one bid in response to the calls issued by the Dallaire Centre of Excellence for Peace and Security. While we have them grouped under four areas, there are likely to be some who will make submission for topics across all of these so looking to get top priority for all bids submitted. COE reserves the right to issue multiple professional service contracts in each sub-category.
